Lightness comes first. A 2-3 m pole is short enough for a child to hold unaided and to swing the float out without adult help.
Durability matters just as much. The pole has to survive knocks on the jetty and in the boat, so a sturdy composite or glass build is a good choice.
Keep the line slightly shorter than the pole so the float and hook stay under control. A small hook and a light float are plenty for perch and roach.
Put a life jacket on a child on the jetty, and keep the first trips short and full of bites.
