Purchasing a firearm from Finland to another EU country.
All firearms we sell are subject to licensing. The resale of firearms from Finland to a citizen of another EU country is possible, but it requires the following permit documents:
- Pre-approval for obtaining a firearm license from the authorities in the customer’s home country
- Transfer permit from the customer’s home country authorities for the transfer from Finland → destination country
- Transfer permit from the Finnish authorities for the transfer from Finland → destination country
- Firearm license for the customer from Finnish authorities for the firearm handover
You can safely order your firearm from our online store using your preferred payment method. After placing the order, we will reserve the firearm for you and provide the serial number for applying for the required permits. The firearm will be securely stored in Ruoto Oy’s firearm warehouse until all necessary permit documents are ready and the firearm can be delivered. Detailed Instructions for Each Document and Process Timeline:
Step 1: The customer places an order in our online store and pays using their preferred payment method.
Step 2: Our customer service contacts the customer via email, provides the firearm’s serial number, and guides them through the process of obtaining the necessary permits.
Pre-approval: The customer applies for pre-approval at their own expense from the authorities in their home country. The purpose of pre-approval is to prove to Finnish authorities that the customer will receive a firearm license for the purchased firearm.
Transfer permit from the destination country’s authorities: The customer applies for a transfer permit at their own expense from their home country’s authorities. The transfer permit must cover the route from Finland → destination country and must specify Ruoto Oy’s main warehouse at Pakkasraitti 2, 04360 Tuusula, Finland, as the departure location. The transfer permit must still be valid at the time of firearm delivery, so we recommend requesting the longest possible validity period. Only after receiving this document can we begin the permit process in Finland.
Step 3: The customer scans the pre-approval and transfer permit from their home country and sends them to our customer service at info@ruoto.fi. Once received, we can begin the permit process in Finland.
Transfer permit from Finnish authorities: Ruoto Oy applies for a transfer permit from the local police station in Finland. The application must include details about the exact transportation route and an estimated timeline.
Firearm license for the customer from Finnish authorities: Ruoto Oy applies for a license on behalf of the customer to acquire the firearm in Finland. The application is submitted to the Finnish police. To process the application, Ruoto requires a power of attorney from the customer, which will be requested via email after the order is placed.
The costs associated with obtaining the necessary permits in Finland will be charged to the customer (these costs will be displayed in the shopping cart when selecting the delivery method). The processing time for permits at the Finnish police varies between 1 week and 6 months but is typically 2–8 weeks.
Step 4: Once all four documents have been obtained (two from the destination country and two from Finland), the firearm can be shipped, or the customer can pick it up at a Finnish port (Helsinki / Turku).
Firearm Parts
Licensed firearm parts are subject to the same procedures as firearms. For this reason, inexpensive firearm parts are often not sold from Finland to other EU countries. Licensed firearm parts include all pressure-bearing components, such as barrels, suppressors, receivers, bolts, and bolt heads. Note! Gun stocks are not subject to licensing, so you can purchase stocks from brands like GRS, KKC, or MDT without a firearm permit.
Ammunition Purchase
We do not sell ammunition outside of Finland. However, if you are traveling to Finland, you can purchase ammunition in our stores with a valid EU firearms passport for use in hunting or shooting activities within Finland.

Kaikki myymämme aseet ovat luvanvaraisia. Aseiden jälleenmyynti Suomesta toisen EU-maan kansalaiselle on mahdollista ja se vaatii seuraavat lupadokumentit:
- Ennakkosuostumus aseluvan saamiseksi asiakkaan kotimaan viranomaisilta
- Siirtolupa asiakkaan kotimaan viranomaisilta välille Suomi -> kohdemaa
- Siirtolupa Suomen viranomaisilta välille Suomi -> kohdemaa
- Aselupa asiakkaalle Suomen viranomaisilta aseen luovutusta varten
Voit huoletta tilata aseesi verkkokaupastamme haluamallasi maksutavalla. Tilauksen jälkeen varaamme aseen sinulle ja ilmoitamme aseen sarjanumeron lupadokumenttien hakemista varten. Ase säilytetään Ruoto Oy:n asevarastossa tallessa siihen asti, kunnes lupadokumentit ovat valmiit ja ase voidaan toimittaa. Olemme Suomen suurin aseiden jälleenmyyjä, joten voit huoletta luottaa asiantuntemukseemme lupaprosessissa.
Tarkemmat ohjeet dokumenttikohtaisesti ja eteneminen / aikataulu:
Vaihe 1: Asiakas tekee tilauksen verkkokaupastamme ja maksaa tilauksen haluamallaan maksutavalla.
Vaihe 2: Asiakaspalvelumme on yhteydessä asiakkaaseen sähköpostitse, ilmoittaa aseen sarjanumeron ja neuvoo asiakasta tarvittavien lupien hankkimiseen.
Ennakkosuostumus: Asiakas hakee ennakkosuostumuksen omalla kustannuksellaan kotimaansa viranomaisilta. Ennakkosuostumuksen tarkoitus on todistaa Suomen viranomaisille se, että asiakas tulee saamaan aseluvan hankittavaan aseeseen.
Siirtolupa kohdemaan viranomaisilta: Asiakas hakee siirtoluvan omalla kustannuksellaan kotimaansa viranomaisilta. Siirtolupa haetaan välille Suomi -> kohdemaa ja siinä tulee ilmetä lähtöpaikkana Ruoto Oy:n päävarasto osoitteessa Pakkasraitti 2, 04360 Tuusula, Finland. Siirtoluvan pitää olla voimassa vielä aseen toimitushetkellä, joten päivämäärät kannattaa ilmoittaa mahdollisimman pitkiksi, sillä vasta tämän dokumentin saatuamme saamme lupaprosessin alkamaan Suomessa.
Vaihe 3: Aseen ostaja skannaa ennakkosuostumuksen ja kotimaansa siirtoluvan asiakaspalvelullemme osoitteeseen info@ruoto.fi. Tämän jälkeen saamme Suomessa lupaprosessin alkamaan.
Siirtolupa Suomen viranomaisilta: Ruoto Oy hakee siirtolupaa paikalliselta poliisilaitokselta. Hakemuksessa pitää ilmetä tarkka aseen kuljetusreitti sekä arvioitu aikataulu kuljetukselle.
Aselupa asiakkaalle Suomen viranomaisilta: Ruoto Oy hakee asiakkaan puolesta lupaa aseen hankkimiseen Suomesta. Lupa haetaan suomalaiselta poliisilaitokselta. Luvan hakemista varten Ruoto tarvitsee valtakirjan asiakkaalta luvan hakemista varten (asiakaspalvelumme pyytää valtakirjan sähköpostitse asiakkaalta tilauksen jälkeen).
Suomesta haettavista lupadokumenteista syntyvät kustannukset veloitetaan asiakkaalta (verkkokauppamme ostoskorissa toimitustavan valinnan yhteydessä). Lupien käsittelyaika Suomen poliisilaitoksella vaihtelee 1 viikon ja 6 kuukauden välillä, mutta on tyypillisesti 2-8 viikkoa.
Vaihe 4: Kun kaikki neljä dokumenttia on saatu (kaksi kohdemaasta ja kaksi Suomesta), voidaan aseen kuljetus järjestää tai ase voidaan luovuttaa Suomen satamassa (Helsinki / Turku) asiakkaalle.
Aseen osat
Aseiden luvanvaraisia osia käsitellään aivan vastaavasti kuin aseita. Tästä syystä varsinkaan edullisia aseiden osia ei usein myydä Suomesta muihin EU-maihin. Luvanvaraisia aseenosia ovat kaikki paineen alaiset osat, kuten piiput, äänenvaimentajat, lukkorungot, lukot ja lukon päät. Huom! Aseiden tukit eivät ole luvanvaraisia eli voit ostaa ilman aselupia esimerkiksi GRS:n, KKC:n tai MDT:n tukin.
Patruunoiden osto
Emme myy patruunoita Suomen ulkopuolelle. Jos olet matkustamassa Suomeen, voit hankkia voimassaolevalla EU-asepassilla patruunoita myymälöistämme Suomessa tapahtuvaa metsästys- tai ammuntaharrastusta varten.
